It's a speech making thing where you put in text and then you make some effects to the voice. Also you can try it in other languages. It's so fun X3 btw the lowest pitch sounds like fart.

i just dont know how to use it ;-;

You enter something in the box under the line that says "enter text" and you can select any language you want. I don't really know about the voice and what's different, also you can add random effects to it.
