My suggestion here is that you can upvote or downvote topics. There could also be a forum sorting system for "top"(highest vote) and "popular"(most faves).

"popular" means that ur thread has the most faves (click the gear next to the title and you will find out)

1), I'm ok with the upvotes but no, downvotes won't really help.

2) Downvotes may cause flamewars, spam and probably many mutes to some people. (More work for sents...)

Your idea sounds too much like Reddit, sorry.
I do like the idea of having a upvote/downvote option, perhaps if after x amount of down-votes - the topic would flag up? But even with that, reports are still here too and more efficient.
There also may be negative reaction to receiving downvotes and competition to finding out who can get the highest number. It depends how mature the community is, really. Is the community mature enough to handle a system like that?
