Satash a dit : from my understanding of the suggestion you would get the whisper as soon as you log in. the point of the suggestion is to see if it's possible for user A to send a whisper to user B, then the server waiting for user B to get online to receive said whisper. im not techy so im not sure if this is entirely possible if user B logs in while user A is offline. to answer your question of why, it would be to send an important message like suggested in the OP, or for any reason a user wishes. though i would also throw in an option to disable these kinds of whispers in the case of moderators who are already whispered enough as is. basically it would be an offline PM system to keep contact with users who dont use other means of communication. recently the ability to PM someone on the forums and then getting a notification about it in-game was implemented by the admins, but it broke less than a day being put in, but the "send message" option if you click someones name who is offline is still there. not sure why it broke though.
