So after I'm done with collecting all the 5 food bags I went to collin to give the food bags to him he took 2 and I still have 3 in my bag.
I can't discard them or use them for other stuff.

He took only one from me, 4 are still blocking my inventory

Same problem here.

I brought all 5 the food bags to Henri Collins and he took 4 of the bags from me. Now I'm left with 1 bag and I can't destroy it.
