I haven't heard of any great websites for drawing. I suppose deviantART Muro is okay, and iScribble is nice, especially if you want to draw with friends. However, you'd be better off using an application. :P
Photoshop and Corel Painter are two of my favorites. I've also heard a lot of good stuff about Paint Tool Sai, but as a Mac user I cannot buy it and therefore I cannot give you my opinion on it. I'm sure it's a very good program though! As far as free programs go, I think FireAlpaca is quite nice. :^)

the website Pixlr's okay, I've used a few drawing tools on there to help with cropping and making my pictures transparent.
But, you'd be better off with an application.
PaintTool SAI's pretty good. GIMP is as well.
Photoshop's a bit complicated, but you'll eventually get used to it.
Paint is a nice program for starters, however. It's already downloaded when you get your computer.
