Smalltalk that is.
What is it's purpose? All it is is a meaningless filler in a conversation where something more useful could be said.
Instead of saying "how's the weather?" Maybe ask a more important question.

Then again, smalltalk could be used to make other conversation less awkward or make it seem like you care.

at least people make an effort of conversation instead of pulling out their phone

I find that "How's the weather?" or "How's your day been?" can lead upto some interesting chat about your conversation partner. Usually that's how I find out that somebody has been feeling low.
