So, when they first come to the forum they have no idea what to do like how to put on an avatar so, a message pop-ups and it's like this:

Not everybody appreciates pop-ups, Many have them blocked or disabled in their settings anyway.

It's called a pop-up stopper, and considering it won't be an extra window or something there's no harm in it.
If I had a penny for how many times I answered "how do you change your avatar," I'd be a rich lady. I definitely see a need for this.
