Basically you want people to be able to deactivate their accounts somehow (turning their names black and unclickable) ?

It would be nice if there would be an explanation. The idea itself is too vague to be discussed and I'm not sure how it can be used for trolling.

People sometimes deactivate their accounts, for example:
Person quitting: Im quitting bye!!
others: bye!!
person quitting after 6 months: Im back
others: i though you quitted?
person: you just got trolled

Uh. . . So basically they left as a joke? I don't think that classifies as trolling. On DeviantART you can deactivate and reactivate your account after some time and it's not abused.
Can you please explain the title? Why don't people have to quote? Why can't they quote a person who has a black name?

Yes.

It's not needed at all in my opinion lol

People don't get notified when they get quoted. A lot of times, people quote old, lost, posts for people that haven't seen seen them before. You can also fake quotes if you want, there's no link to where the quote came from.

While informing others that you quit so people don't have to waste their time trying to converse with you might seem helpful, disabling the option to be quoted seems a bit much. Why not have an icon or something instead that shows that you still play, or quit? Or maybe just disable your profile and not the option to be quoted or not. There being however many threads about quitting would also seem kind of spammy and/or cluttered.

Quotes can be an important thing to share at times.
Lets say someone made an important guide a long time ago, however that guide is either still relevant and does not need to be updated or back to being relevant with minor changes, and the person who made the guide quit. If someone wanted to quote that guide but couldn't, that wouldn't be really great. People don't always quote things for the sake of replying to the quoted mouse, they can quote things to inform another mouse what the quoted mouse said. Given people have the option to being quoted if they want, it still seems somewhat unfair.

There's also people who quit playing Transformice, but still lurk the forum, as well as still enjoy chatting with people. Maybe they want to show that they quit the game, but still want to hang out around here from time to time.

I'd rather see a button for marking yourself as either active or inactive (or simply don't show any status), which would only show up on your profile.

When replying to someone else on the forums, I don't expect a reply from them. Forums are designed to be open for everyone to discuss subjects, and even if the person doesn't read my reply to them, it's still open for others to discuss. If I wanted to contact someone personally so it wouldn't be open for others to discuss, I'd use the PM system.

I see very little point of this kind of feature being implemented personally, the majority of people wouldn't even use it before they "quit" the game.

I really wish the "suggestion" was way better explained, since it's rather confusing to talk about it when others do not understand how it might work or what are you aiming for in this situation.
-I do find the account deactivation useful, but why quoting? What do you mean by that? Quoting as a chat message or as a clickable thing on the icon?
-Maybe we can have like inactive account hidden but won't the post still exist?
-Maybe you wanted privacy settings? Those would be useful to hide a profile from public as well.

I suggest you trying to explain it way better than you did before since you gave us no valid information to grasp on, this is why there is so much misunderstanding. I do see a quite interesting suggestion in this so please do not ding this post rude.
