I don't agree with this at all, personally. Plenty of people come to the forums completely new just to report a bug, make a suggestion, show off their art, etc. so it doesn't make sense at all to make them use the forums first, all it'd do is drive them away. People constantly make threads that have to be locked because they're simply a question or something else without discussion value, and those are often people that have been around the forum for more than 50 posts either. This isn't a standard feature on any major forum software that's available, because it doesn't offer any benefits.

Besides, just because someone might have 50 posts (which could easily be spamming a forum game) has no correlation between them reading and understanding the rules.

I think that since the forum and game rules are easy to find and stickied, people should just know to read them before posting

I know that they are long but I'd rather spend a minute reading them than get sanctioned for breaking rules that I was unaware of
