I am the head of my tribe, I can't promote anyone so if I get new members there at rookie stage get urked and leave. If I can get any info or help would greatly be appriciated.

I feel that you have not explained this "BUG" very well what so ever. You've tried, yet not even I can gather what the problem is from just what you have given us...

It's pretty simple what's going on. He can't up anyone's rank.

Vaadi are you Tribe Shaman, or Spiritual Chief? If you're the former, be sure that you have the rights to rank people. Someone may have messed with it.

i think he said head of tribe so thats a Spiritual Chief???
