As you may know, Vampires have the same speed of mice (Unless mice have cheese).

But, it's also quite hard to catch mice since Vampires don't really have an advantage over them.

So how about having the Vampire Speed Increased?

This helps as vampires can catch up with mice.

However, the Vampire speed won't be too drastic, It'll probably be 10% Speed Increase (Although this is just a mere guess, it can be higher or lower).

Hopefully this'll make vampire maps more interesting, as they may actually have a chance of getting mice.

Usually, the vamps manage to get the mice. If not all, they get quite a large amount of the mice. If the vampire speed was increased I think it'd be a bit too easy to vamp mice. As I find survivor too easy these days with hotkeys, meep, etc. I think the vamps are fine this way.
Though it's not a bad idea either, I've seen some people quite struggle with being a start vamp. But I do not find it necessary.

Whenever I go to any survivor rooms, the vampire usually never gets anyone, and either dies or simply just fails.

Once there are two vamps, they need to cooperate. That is more than enough advantage over every mouse in the room.

however if not the speed boost they could transform 1 vamp for every 8 mice so it would be fair when there are 20 mice in a room

If the vampire speed would be increased, mice should be allowed to meep, maybe? Also, speed should increase by number of vampires infected.

^ If there was meep it would be similar to creating the same room to #infected. I think the vampires should get a 10% speed boost and maybe the mice would get 5%? My idea that comes to mind is that it takes time for the vampires to turn the mice, so maybe they should make the turning time shorter instead of having the vampires keep chasing the mice over 20 or less seconds of the round.
