This has begun occuring since V1.115.
Shamans are unable to place objects.
This occurs in the room 'vanilla2' to most rooms/shamans.
It appears that hard mode shamans are still able to place objects - this is unconfirmed.

Happened to me.
Hardmode Shamans cannot spawn items either, I was on hardmode and I was unable to spawn anything.

Thank god I'm not the only one. I have to spawn spirits high in order to get mice who are down low to be sp'd

EDIT: It's working now ^^

Apparently, pink shamans can spawn on 2-shaman maps.

Restarted the standalone, tried the web-flash client but still I can't spawn anything when I'm sham.

I did relog, still couldn't spawn anything.

Relogged twice. Shaman is all crazy right now.

TIP : you can spawn items above map area. its confusing but it helps if its simple

It's due to vertical scrolling maps, things actually spawn at y+400.

I relogged and it started working perfectly for me.

Apparently conjuration works for me. Arrows also work but they spawn like way underneath where you spawned them originally. They start spawning where you meant to spawn them after enough arrow spamming though?

You can "spawn" spirits but they don't show up/move stuff. (Not sure how to screenie this since there's the spawning and the not working so '-')

Just logged into alt and I can spawn stuff. Bleh.
