This is probably made somewhere if so just lock. Well the idea is that Tribe shamans will be able to make an application form for people who would like to join the tribe when the recruiters and tirbe shamans are offline or the tribe would like to know more about and you could put in questions like

Do you meet requirements if not explain why?
Why do you wanna join?
Are you a tribehopper?
Last tribe you were in?

This mostly for people who are not able to contact the recruiters and tribe shamans when they're offline and by leaving the application form and they accept it you will automatically join when you join.

CFM already has a function (Click "Apply to join this tribe") which allows you to apply to join a tribe without having to be ingame.
