This is kind of confusing. But, you were NOT in room #derby ?
And when you say arrow, do you mean the shaman object arrow or something else ?
On top of that, Valentine event ? That was quite some time ago e-e How can something happen during the Valentine event if it happened recently ?

You should of read the basics of the game #derby and this isnt even a bug,

Its a bow and arrow. it gets shooted behind you it can explode you faster/higher or it can stop your enemy
from winning the race press J to activate it. well im not to sure its J but i think.
