When the report system was first added, every time a player was banned through it, those that reported were given +1 karma, and if the report was bad they would get -1 karma, the idea being that mods could be able to tell which reports were likely false and spend their time chasing those reported by players who report accurately. Due to the neverending supply of hackers though it was mostly worthless and the karma system was generally ignored. Players that spend all their time in bootcamps in br/es/tr/etc ended up with thousands of karma.

Last I knew players still got +1 karma when someone they reported was banned, but the -1 thing for bad reports was removed a while ago. I don't know why players receive these messages now, I guess it's a feedback thing, but originally those messages were shown to mods when banning someone.
