There is a bug that if your on the level your on and your on level 1 to other mice.

Take Zizimice as the example: She's glitched level 1 but she's really level 10 - 12!

Is from other maps, not just cheese thief maps.

I dunno what happened but i can't get a screenshot.

This happens sometimes.

Well i'm on Level 52, and i have skills, but a shaman is seem with skills on level 1 and is not a hack.

Was the different shaman in a dual shaman map? Or is it the same shaman with skills?

^ Mentioned that the shaman DID have skills, which isn't possible if your level is shown as 1, as the level you see next to a shaman's name is the amount of skill points used.

Yup. that often happens in bugged maps, cheese thieves maps or even a few of the vanilla maps.
