It's when I'm using the forums in-game
and I close the forums and when I come back ,
THe Scrollbar goes back to the top , Is this a bug or just Internet problems ?

Very old bug/glitch, I think. You can cause it by replying on a thread too, you'll see it going to the top of the page. Just click where it was before and it'll go back.
