i click forums than click the empty box beside my name i clicked 'change my avatar' nothing happen :(

It's working for me though,
what do you use ? Standalone or Web ?
I use web and it works fine .

Using google chrome, can't change the profile pic. If the pic is too big it says so, if it's fine, nothing happens.
...And I hate this pic.. -_-

People say that Chrome is buggy.Try in another browser and tell us if it still happens.
