Every map is stuck at 0:00 D: nothing will happen. There are no shamans or mice even spawning
If you look at my screenshot, nothing is happening and there no shamans even tough it's survivor. And it's not a vampire map.

This is a known bug.

It's probably due to either Transformice's or your internet connetion, if it's high, it's a lag issue.

No, it's not known; and this isn't necessarily the issue.
If you notice, there's not even a shaman on this map.
