Yes, shaman colors only appear on hardmode shamans.
Make sure you have 1000+ saves in order to be a hardmode sham and make sure you have hardmode ON.

No. You can be a regular mode shaman and have any colour you want. Don't share false information.

This kind of happens to me.
I have my sham colour as red, but when I hit submit, it turns black and it does it over and over

Does your room by any chance have more than 50 mice or are you possibly on minimalist mode?

That could be a problem. Or,
You arent on Hardmode.

If the user is using a red colour they clearly have hard mode.
