when someone whispers someone else while silenced, inform them that they have silence on

e.g.

> [Fxie] HEY ANSWER ME
Warning: you have whispers disabled

I tend to forget that I have my whispers disabled and then message someone. Then I wonder why I they haven't messaged back, especially if it's urgent.

Anyway though, still majorly needed.
Though I would prefer it maybe being in the ignored list.
Ignored list can be made up of 2 parts, ignored, and silenced.
And then they can act the same, with 2 clicks of a button to unsilence someone,

I have also thought about it and is really hard to implement this, trying to not get your chat all messy.
Maybe instead of throwing the warning every time they whisper you, there could be an automatic block right after the first whisper.
