See if it's an internal or an external network problem.

1) Click start and in that run window type CMD
2) At the black command prompt, type the following: ipconfig
3) You will see your IP (IPv4) address. It'll probably be something like 192.168.1.3. You will also see your gateway's address. This is your router.
4) Ping the router by typing: ping 192.168.1.1 (assuming this is your router's IP addess)
5) Try pinging the IP addresses of other computers on your network.

If you get a fast ping, then your Internal network is fine and the problem is going to either be with your high speed modem or it'll be with the line (which causes poor connection speeds).

You can also try plugging your computer directly into the modem that Cox Communications provided, and ping Yahoo.com or something to see how fast it is. (You are essentially bypassing your Linksys router) If that speed is fast, it's either your router's fault or it's your connection to your router (bad line, or WiFi interference).

mine is 0

34 is my usual

130 is my default, but it can dip lower than that at times. The lowest was 119 and my laptop is an upgraded Dell with dual core.

Good to know this old thing got some kick.
