Not sure if the tribechat tab matters in this, but I'll include it anyway.
If you have tribechat in a tab, and you leave the tribe, the tab will disappear, but you can still see the tribechat. However, the tribechat shows up as room chat.

No, I think she means when you close out of the/tc chat, which opens the tribe chat in another window shows the tribe chat like a normal room chat without the green and the bullets

No it's not. This hasn't begun happening until recently.

Yes, its a new bug. when someone leaves the tribe and can still see the tribe chat :l . After someone left on our tribe, he whispered me that he could still see what we were saying :l
