It's a minor graphical bug, they wouldn't have been able to fly.

To make this happen, the shaman must be using wings when the map changes. Hold the button till next map loads and you got wings!
I'd like that in some form of an accessory...

There was a thread about this but couldn't be found.

this has been going on since the skills update, you used to be able to fly but now you just walk with a wing on your elbow, it's a graphic error and it might not be fixed.

You were never able to fly. lol
