The tribe menu appears, but it appears with members who are logged off, and the [16] pops up twice

Yes this happened to me, i think on Saturday... but if you reload or go to a different room it loads and your back in your tribe... so no alarm :)

this happened to me A LONG time ago.. i was logged on, but the tribe chat said i disconnected, and i wanted to leave the tribe, but it still had the tribe on it, i could still talk to my tribe, this should be fixed

It's on atelier801s side, it can't be fixed.

That's like saying they can't fix any other bug because it's on Atelier801's end?
I think you need to be a bit clearer...

It can be fixed. It's just not a superhighpriority.

This happens when the Community Platform is down

It happened to me also, but when I closed that window and tired to enter in the tribe house it worked
