yeah, you gotta be lvl 20+ for the skills. This isnt really a bug. I dont know why they said 20+. I think its because tig, sydo, meli and the others dont want newbies thinking 'what does this do? let's find out!' or 'woah whats this thing?' and they might mess everything up. I dont know if thats the reason, but im just guessing.

yup if you under level then 20 you can't saw new skills.
