There was also an issue with a user mass exporting maps via a bot to get certain numbers.

When I make maps I want to put in Art map rotation, I first make it a tribe house map to test it with friends then submit it... So would that mean I was "exploiting" as well?

No, just once or twice is one thing; however some users would do it for hundreds of maps.
