Smaller servers have less people. When a bad topic arises (for example inappropriate for kids links or something like that), mostly players can't downvote it enough for it to be deleted as it takes somewhere from 15 to 25 minuses. So my suggestion would be to lowering the amount of minuses a topic needs to be deleted to somewhere about 10 minuses.

It would help to keep unwanted topics off the Cafe for small communities that don't not have any moderators to delete them

Point is that we have to call the mods to have a topic removed from the café, and i can understand that this is not a priority, also sometimes mods have to trust who's reporting because they don't know the language of the community and this can lead to some abuse.

^ This, also a lot of smaller communities don't have Moderators to handle inappropriate topics, so we have to call Moderators from other communities and try to translate the topic for them, so they would remove it. My suggestion would allow a smaller community players to down vote it enough for those topics to be removed, without needing to bother Moderators

The suggestion in itself is logical, but where do you put the line as to what is considered legitimate downvoting and what is abuse? If you lower the bar, you will increase the chances of abuse.

You gave a very good question. I think the fine line between usefulness and abuse should be considered by the amount of players that play in the community, as well as the average amount of downvotes, that are made in overall in that specific community. While it is easy to find out the amount of players that log in, I believe the downvote average would the hardest part, considering that I believe it's not being logged and a lot of smaller communities do not have moderators to tell the admins about it.

Taken from personal experience, living in a community of 150-250 players active players at any time of the day, I'd say -15 downvotes is a lot more than enough, for a topic to be deleted, and even that is pretty hard to achieve, as the average of downvotes is -6 ; -8 on topics that are worth being removed.
