I do not have the. Problem frequently

press ctrl + f5 on your keyboard after changing your icon

CTRL-F5 won't help the fact it's not even changing. (I just confirmed it's not working, I get an error)

I got that message when I was trying to submit comments

I have that problem too.

forum seems massively bugged, this has been happening when i attempt to change my tribe logo

seems related with yesterday's maintenance
when the forums were back, everybody's avatar was wiped out then it got back after a while
i don't know if this is the case but that's what im predicting

This should be fixed by now!
