I just realised that, if you write a message in the Café at xy:0z, the date on your message will appear as xy:z.
So for example: You write something in the Café at 21:03. Wait until the date on your message changes from the (x)h (xx)m format to the xx:xx xx/xx format and you will see 21:3 instead of 21:03.

he probably means that the date format is inaccurate
when you wait for it to change from time specified to date + time specified, it becomes 21:3 instead of 21:03
