The whole point of them is that they're unique and can't be obtained outside of the events. Making them buyable is just lazy.

I agree with Kanakox.
The cartouches are exclusive, and if you could just buy them in the shop, there would be no point in spending days to get the cartouches.
It's a well-earned reward for a hard job. Imagine if you could just use fraises or cheese to level up, or get firsts.
