No, the person can still whisper me, but i can't, It's fixed now

Silence would display a different message, and it's not that the player ignored them either (I tested it). Were you possibly muted?

E - Yeah, I just had this tested. That message displays when you're muted.

I wasn't muted, I was still able to talk in normal chat.

i think it happens only if the person has ingored you

Mumuted maybe, assuming that mumute is still a thing. I was only able to reproduce this by being muted.
