well if you divorced someone you have to wait an hour to marry someone else, but i don't really understand what happened

It is probably because when they themselve cancel out the marriage request(in the form of going offline),the marriage itself gets forgotten, but since you clicked on yes after it got cancelled out, the game must have checked for a request,did not find one and tried to send a new one.
Why did you get a coldown? I have no knowledge on the system, but basicly I think both parties from the marriage request get a coldown.

Don't take my word for it however.
