Since BR and ES are playing other countries and dominating
like racing,vanilla
to farm stats
and other country have low chance of winning because BR and ES has low ping and veteran players

has 400-600 ping

my suggestion is
there should a option in a room that only PH(server) can enter
Br and Es cant enter the room

If you put a password on a room, you can keep unwanted players out. Alternatively, you can add a * infront of your room name which keeps your room out of the room list. I believe these tools are sufficiënt to achieve the same thing you're suggesting.

Filtering players based on IP or location won't work because a lot of people use proxies, which means they can mimic an IP from any location in the world and thus avoid said filter.

There's really no reason to have this sort of IP filter added, it's unnecessary and very simple to avoid with the right tools.

You could always leave the room if you have a problem with other people from other countries, too.

they can micmic an ip but they will have high pin

They don't care about having a high ping... they use hacks.
