Honestly, I find these cheese things quite annoying.
I have recently got the gift feature, since I bought fraises today I thought of hosting a contest on the cafe.
I chose a winner and I would be gifting them the fur, when I was going to gift, I got the "gather 700 cheese thing"
It's just like the music rooms, you need 500 cheese to post music.

I don't really know why we need to collect cheese to do certain things. Although, it's annoying.

It's indeed intended to limit fraud. Some people were using newly created accounts to fraud on Steam, and gift everything to other accounts immediately so their main accounts weren't compromised.
There is no other solution to prevent this than putting a hard limit on cheese, since transactions don't get cancelled immediately.
