1. Get title <<Sensor>>
2. Get onto a topic
3. Press the new 3 dots
4. Click "Unlock Topic"
Note : This can be only done when a topic is locked!

This idea doesn't make sense, you appearently want make a title available nearly for everyone to unlock titles that are locked FOR A REASON. This sort of thing should only be handled between sentinels and other higher ups, but giving this as an option would lead to chaos and more hassle for sentinels in general.
