What I think is that since the Pokedex was reset the Pokemon people had were duplicated randomly even though the real ones (Ones not duplicated) stayed with the owners.

from the shelter i got:

I got a level 69 Liepard
and there are A TON of unown in the shelter
also ireallywantyourgreninja

so many evolved pokemon in the shelter..
