okay, here's how you unlock a summon item:

when you reach the target, you are now able to find the summon item(s) in a chest.
(to find this, go to Farm > Tools/Options > Summon Items > Dex Unlocks)
from there, you have to send a pokemon on a Scour mission
(Farm > Nearby Places > Scour Areas)
and keep sending pokemon on a mission until you find a box.
(to see all the boxes you've found, go to Farm > Tools/Options > Boxes)
then, if you have a lucky seal, click on it, then click on the box you wish to use it on.
after that, click the box to open it, and as long as you've actually unlocked a summon item, you will get one from the box!
of course, if you don't have a lucky seal, you have to rely on your luck.
