Votecrew is not a publicly listed team, it is anonymous as you said earlier.

Votecrew is a role inside the Mapcrew team which does not require a player to be 18+ years-old.
Votecrews help out with the same tasks Mapcrew do, voting on maps, joining and completing reviews for example.

Don’t some mice already have that role. Like at the end of each map there is a “Do you like this map” (yes) (no) thing that pops up. I’m confused also

At the end of P0 maps, all players who participated on the map are asked for their opinion. This helps mapcrew get a general consensus on those maps. It is completely unrelated to Votecrew.

So you just pick random people for this????

Not at all, all VoteCrew members applied via the link in the first post just like everyone else.
The difference is that, if they're under the age of 18, they can only be hired as VoteCrew. When they turn 18, they may have the opportunity of being promoted.
