I think it may be because when registrations is actually closed, so is the other links for FH registration.
I don't really know why.

It usually opens up around 12:00 PM (or around midnight.) for two hours.

I don't think so.
I only know that it opens around/at 12:00 PM midnight for two straight hours.

Too many people were signing up to be part of the community, so Razmirz (The site and game owner) had to shut it down, yet it somehow grew a mind of it's own and Raz no longer has control of registration.

It actually opens up at 2:00-4:30 in the morning spaz...probaly because theres less people on during that time..

2:00-4:30 AM
and...
12:00-1:00 PM/AM
