just because you play it doesn't mean the game should have safe chat like animal jam.
if you're aware this game is 13+, then you should also be aware that cursing will be a thing due to the free chat in the game.

i kinda disagree with u but younger kids play this game they should not be seeing curse words but it is due to free chat but yea

Won't make a difference. It's too easy to fake your age on a game that doesn't even ask your age. Besides, other than some cursing, there's nothing that someone who is 13 or older shouldn't be able to handle. If someone joins the game who can't handle a little curse word, that's not our fault. Some cursing is allowed, and the rules shouldn't change for one person who can't handle it. I see no reason to change the age recommendation...

If someone curses and you don't like it, blacklist em. Not hard.

I've been playing this game for 7 years now, and personally I'd obviously prefer if there were more older people but logically speaking Transformice is a game that appeals to younger kids (like 10-14 range), so no it should not solely be for older people.
