Agreed, this would help prevent the common occurrence of people voting for things with higher votes (if for no reason other than they are at top, and they don't care enough to scroll down)

Looks like nobody noticed the solution to the ineffective nature of these elections. They're still not doing what they are supposed to and are thus not doing anything necessary.
