Mutes have nothing to do with it.

Either way, the report system is effective. It does take time, but it works. As mentioned above, not everyone is going to get banned. Remember, you can always help staff out with /tribunal or whatever command it is.

You can still /report username for problems in the café.
I'm sure your report would work better if you write in the comments what thread has the issue.
