They still have those areas blocked off? To be honest I'm surprised they haven't made temporary changes to the quests so people can complete them and that they're still working on the areas. >< I was thinking about playing sometime soon too but now I fear making a new character..

Ellinel Fairy Academy and Gold Beach seemed decent. Though I think I've had story quests to do too, so I'm not sure if those played more of a role in leveling or not. I've been jumping characters a lot too if that means anything.

Mushroom Kingdom has been updated in KMS. As for when that's coming to GMS I don't know. I heard the revamps are still taking forever in both versions though.
