The most balant art thieves are usually younger than thirteen, but many people who are older than thirteen steal art. It's more likely they haven't been caught because they're less likely to make the mistakes younger art thieves make.

Isnt claiming ones art considered art theft instead of tracing? That what i view it as..
Please dont attack me, but unless the person traced the whole picture and claimed it, i view that as art theft.

If it's not yours and you don't have permission for it, then it's art theft. Getting certain elements and inspiration is fine, but directly copying or stealing the art is not.
