Yes you can, there's an edit button when you enter their apartment in the top right corner.
And yes it's really depressing because they say stuff like, "I was turned down..." and "I can't go on like this" ;^;

Actually it makes the chances higher but it's not guranteed. Like if you choose parent on it and you're both adults, those two will never marry.
