You can find her breeding cooldown on your lair, it'll have a little egg with an X over it and when you hover, it'll say how long. Pearlcatchers have an excruciatingly long cooldown though so brace yourself.

As for the item, I can't find it anywhere on the Auction House ;; but iirc it was part of the Lightning flight celebration earlier.

Hmm, a hatchery does sound fun. Some people even gift dragons to eachother, breed them, and thn split the hatchling between eachother. (Or is that a hatchery)
