yes, new players should wait 2 hours to post in the café.
i believe 4 hours is too long.. especially since all's you need in order to be on the forum is 2 hours ingame + an account that's 2 days old or older.
i believe the 2 hour thing should be the same for the café due to that (no 2 days minimum, though... this is just an ingame mini forum where topics don't save, so..)

I think 4 hours is fine.

It's 2 hours in forums and 4 hours in café because forum is highly moderated and cafe is relatively less moderated?

Everyone's agreeing on the same point about 4 hours being too long
But I think that it's fine. despite not using cafe very often, I can still tell that there are probably a lot of trollers and spammers that can get on the cafe easily if it were decreased.
Plus, the extra time can let REAL players experience the game and community itself before posting random crap on the cafe.

new players would be confused regardless if they were allowed in the cafe a lot sooner, unless they're an alt.

I don't think we can trust the moderation system in game completely.
1. There aren't enough moderators in many servers
2. I don't think /report feature is effective for rule breaking in cafe
3. There's a narrow chance that a moderator will reply to our messages even if they are online.

New players might be confused?
It has a very low chance. Most of the players know about the cafe feature after a long time after they joined the game, during this they might have played more than 4 hours in game. So they can post on café and during this time, they will be more familiar with the community and there won't be any big confusions.
Even if some new players, found the cafe feature it is not necessary that they must use café. Cafe isn't related to the game play. The new players will be focusing on the game during their first days, mostly not on the extra features.

4 hours is little too short my opinion, should extend it up to 6 hours. Most of the topics are completely lacking of any discussion value due to how random they are on most part as it makes more want to see some sort of a decent topic that I can normally discuss about without leaving the game screen, rather than more pointless topics.I dont feel it's worthy of it's name 'Cafe' to be called as it's too damn chaotical and unorganized.

The fact that I get muted every time I get on is bad enough. We don't need more ban happy moderation we need more civilized moderation.
