There's a severe difference between Café and Forums.

In the Forums there are more strict rules, possibility of posting images, videos, and a lot of helpful threads and all the answers you need to your questions.

Café is mainly made out of childish and immature kids, which feel sassy by answering meanly to any sort of thread or question. It's more of a competition on who makes the funnier answer to get a lot of likes. That's why many people vote to take it down, although café is just somewhat of a place where you join when you're completely bored since it's a quick option you just press in-game without opening the browser.

In the summary, Cafè is not so enveloped like Forums, but it's somewhat 'more fun and faster'. Forums is more serious and controlled, so they really can't be compared.
