Nothing much. Just that this is for the tribe members while the other one is for the public.

I dont think I understand the question. What do yo mean by when will the RPs will stop? Perhaps yo mean when will an RP will stop or be competed? If that's the case, then the ending of an RP is not anyone's responsibility but those of who have participated in. An RP will not stop until it has been overlooked and abandoned, either incomplete or completed. It's basically a decision by the roleplayers.

As I've already said. An RP will only stop if the role players choose not to continue the RP.
When will roleplayers stop roleplaying is an open question as they will only stop if they decide to stop roleplaying. There is no definite answer as to whether when exactly the roleplayers will stop roleplaying but one can assume that they have stopped when they have not roleplayed in an RP for quite awhile.

I'm fairly sure it was because of a little Tribe House problem with music playing. Baamm deranked a group of people because they were fighting over it yesterday, so it was only a temporary punishment.
